This guide said the AFA charge and the RM10 retail charge are waived at 600 kWh a month and below, and that 8% service tax applies above 600 kWh. That line has been moved for the rest of 2026.
For electricity used from 1 September to 31 December 2026, domestic customers using 800 kWh a month or less pay no AFA charge, no RM10 retail charge and no 8% service tax. TNB says the reduction for September usage is credited in the October bill. The 800 kWh level is set only for usage up to 31 December 2026; before this change the line was 600 kWh.

The tariff table in this guide was the pre-RP4 one. Since 1 July 2025 the domestic tariff has been restructured, and the fuel-cost mechanism has changed with it. Anyone estimating a bill from the old table got the wrong number.
Domestic (Tarif Domestik Am): the five usage blocks became two. For total monthly usage of 1,500 kWh and below the energy charge is 27.03 sen/kWh; above that it is 37.03 sen/kWh. On top of energy you pay a capacity charge of 4.55 sen/kWh and a network charge of 12.85 sen/kWh. The RM10 monthly retail charge and the AFA charge are waived at 600 kWh and below, and total usage of 1,000 kWh and below earns the Energy Efficiency Incentive.
The Imbalance Cost Pass-Through (ICPT) has been replaced by the Automatic Fuel Adjustment (AFA), which is reviewed every month, not every six months.
