Walaoeh! Did you just check your wallet and feel a heart attack coming? You wanted to go to the bank to claim your SARA 2026 Aid. You opened your purse. The blue card is gone.

Or maybe you are at the Johor Checkpoint, trying to renew your Passport, and the immigration officer looks at your IC and says: “Encik, cip ni rosak. Tak boleh baca. (Sir, this chip is broken. Cannot read).” Your holiday plans? Destroyed. Your mood? Hancur.

The panic sets in. “Die liao. I heard the Harga Denda Hilang IC 2026 is RM 1,000!” “Do I need to queue at JPN at 5:00 AM like buying concert tickets?” “Can I just Renew IC Online Malaysia and upload my selfie?”

Welcome to 2026. Losing your Identity Card (MyKad) is a nightmare, but replacing it doesn’t have to be. The Jabatan Pendaftaran Negara (JPN) has digitized 80% of its services. You can now order a replacement online while lying in bed. In this Ultimate 2500-word Citizen Guide, we break down the MyKad Replacement Online 2026 process. We reveal the Official Fine Rates (Is it really RM 1,000?), expose the “Runner Scams”, and teach you how to get your IC refund from Touch ‘n Go. Permanent Resident status and entry permits are covered in a separate guide.

Quick Answer: The 2026 Fine Rates (The Price of Negligence)

Let’s address the elephant in the room. How much will you bleed? The cost depends on Reason and Frequency. JPN is strict on “Negligence” (Cuai).

ScenarioProcess FeeFine (Denda)Total to Pay
Chip Damaged / Peeling (Rosak)RM 10.00RM 0 (Free)RM 10.00
Upgrade to New VersionRM 10.00RM 0 (Free)RM 10.00
Change Address / DetailsRM 10.00RM 0 (Free)RM 10.00
Lost due to Theft (Robbery)RM 10.00RM 0 (Free)RM 10.00 (Must have Police Report)
Lost due to Negligence (1st Time)RM 10.00RM 100.00RM 110.00
Lost due to Negligence (2nd Time)RM 10.00RM 300.00RM 310.00
Lost due to Negligence (3rd Time)RM 10.00RM 1,000.00RM 1,010.00 (+ Investigation)

Walaoeh Analysis:

  • 1st Time: Just pay RM 110. It’s painful but manageable.
  • 3rd Time: You pay RM 1,000 AND you will be investigated. JPN officers will interview you to check if you are selling your IC to syndicates. Don’t reach this level!

Part 1: How to Apply for MyKad Replacement Online 2026

Yes, you can skip the counter queue. The system is called “Sistem Gantian MyKad Atas Talian”. But first, are you eligible?

Who Can Apply Online?

  • ✅ You are a Malaysian Citizen (Warganegara).
  • ✅ You are replacing due to Damage (Rosak) or Chip Error.
  • ✅ You are replacing due to Normal Loss (1st time only).
  • ❌ You CANNOT apply online if you lost it for the 2nd/3rd time (Must go counter).
  • ❌ You CANNOT apply online if you need to change your address or photo (Must go counter).

Step-by-Step Guide:

Step 1: Register for MyGovernment Go to the official MyGovernment Portal. You need to create an account.

  • Walaoeh Tip: This part is annoying. You might need to verify your email and phone number. Be patient.

Step 2: Login to JPN E-Services Once registered, navigate to the JPN Official Website > E-Services > Permohonan Gantian MyKad.

Step 3: Declaration The system will ask why you are replacing it.

  • Select “Hilang” (Lost) or “Rosak” (Damaged).
  • If “Hilang”, the system will automatically add the RM 100 fine to your bill.

Step 4: Payment You must pay online using FPX (Online Banking) or Credit/Debit Card. Keep the Receipt! You need it for collection.

Step 5: Collection You cannot print the IC at home (obviously). You must choose a collection center.

  • JPN Putrajaya: Usually ready in 30-45 minutes.
  • JPN State HQ / UTC: Usually ready in 1 day or same day.
  • Small Branches: 5-10 working days.

Part 2: The “30-Minute” Express Service (Does it exist?)

“I have a flight to Langkawi tomorrow! Can I get my IC now?” YES, but only at specific branches.

The project is called DPMM (Distributed Printing Project). These branches have the printing machines on-site.

Where to go for Fast Printing?

  1. Headquarters (HQ): JPN Putrajaya. (Fastest).
  2. UTC (Urban Transformation Centres): UTC Pudu, UTC Keramat, UTC Johor Bahru, UTC Sabah, etc.
  3. State HQs: JPN Shah Alam, JPN Setia Tropika, JPN Georgetown.

Where NOT to go:

  • Small district offices (e.g., JPN Pekan, JPN Kuala Pilah). They have to mail your application to HQ, which takes 10 working days.

Walaoeh Tip: Go to UTC. Their JPN Operating Hours are longer (sometimes until 9 PM or weekends), making it easier for working adults.

Part 3: Photo Rules – Why Did They Reject My Selfie?

If you apply online, the system usually re-uses your old photo. If you go to the counter to change your photo, you must follow the strict dress code.

The JPN Dress Code 2026:

1.Dark Clothing: You MUST wear Dark Colours (Black, Dark Blue, Dark Brown).

  • Why? The background is White. If you wear a white shirt, you will look like a floating head. The AI will reject the photo.

2.Collared Shirt: T-shirts with collars (Polo) are acceptable. Round neck T-shirts are risky (depends on the officer’s mood). Sleeveless is a big NO.

3.No Glasses: You must remove your spectacles. (Yes, even if you are blind without them).

4.Hair: Must be neat. Ears and eyebrows must be visible. No “Anime” hair covering your face.

5.Muslim Women: Tudung must be dark colored. Face must be fully visible (no niqab/burqa for the photo).

Walaoeh Tip: If you don’t have a dark shirt, JPN usually has a “Shared Blazer” at the counter. It hasn’t been washed since 2020. You decide if you want to wear it.

Part 4: MyKad Chip Error – The Silent Killer

“My IC looks new, but chip cannot read.” This is a huge problem in 2026. Why? Because STR and SARA aid are linked to your MyKad. Banks use biometrics. Immigration uses autogates. If your chip is dead, you are “digitally disabled”.

How to Fix a “Cip Rosak”?

1.The Eraser Trick: Use a soft white eraser. Rub the gold chip gently. Sometimes it’s just oxidation (dirt).

2.The Replacement: If the eraser fails, pay RM 10.00 at JPN for a replacement.

  • Reason Code: “Cip Rosak”.
  • Fine: RM 0. (You don’t pay the RM 100 fine because you still have the card).

Scenario: You go to renew your Driving License at JPJ, and their machine cannot read your IC. Action: Do not argue with JPJ. Go to JPN immediately to replace the IC.

Part 5: Lost IC (Hilang Kad) – Do I Need a Police Report?

This is the most confusing part. “Do I need to go to Balai Polis?”

Scenario A: Theft / Robbery (Ragut/Curi)

  • YES. You must make a Police Report immediately.
  • You can use the PDRM e-Reporting System for non-criminal loss, but for robbery, go to the station.
  • Bring the report to JPN.
  • Benefit: You DO NOT PAY the fine (RM 100/300). You only pay RM 10 process fee.

Scenario B: Negligence (Cuai / Drop somewhere)

  • NO. You do not need a police report for the 1st time.
  • Just go to JPN, admit you lost it, pay the fine (RM 100 + RM 10), and get a new one.
  • Note: For 2nd/3rd time loss, JPN might ask for a report or investigation.

Part 6: Change Address (Tukar Alamat)

You moved from KL to JB and want your IC to show the Johor address. Changing your MyKad address does not move your vote there by itself — under Article 119(4) of the Federal Constitution, an already-registered voter stays listed at the original address unless a separate application (Borang A, under regulation 12(2) of the Elections (Registration of Electors) Regulations 2002) is filed with the Election Commission; see our full change-of-address checklist for that step. Can I do this online? No. You must go to the counter.

Documents Required:

You MUST bring a Supporting Document (Original or Certified Copy) with your name and new address (updating your name on MyKad instead is covered in a separate guide):

  1. Utility Bill (TNB / Water / Indah Water).
  2. Assessment Rate (Cukai Pintu).
  3. Sale & Purchase Agreement (SPA).
  4. Tenancy Agreement (Stamped).
  5. If you live with parents/spouse: Bring their IC and a consent letter, plus the bill in their name.

Fee: RM 10.00.

Part 7: The Mandatory “18-Year-Old” Upgrade (MyKad 18)

Many parents forget this! When a child turns 12, they get their first MyKad (MyKad 12). When they turn 18, they MUSTupgrade to an adult MyKad (MyKad 18).

  • Deadline: You must change it between age 18 and 25.
  • Why? The photo at 12 years old looks different from 18.
  • Fine: If you wait until you are 26, you will be fined!
  • Procedure: Must go to the counter (cannot do online) because they need to retake the photo and fingerprints.

Part 8: Touch ‘n Go Refund (Duit Dalam IC)

Your MyKad is also a Touch ‘n Go card. If you lost your IC, did you lose the money inside? Technically, yes. But you can claim it back.

  1. Go to TnG Portal: Visit the Touch ‘n Go e-Refund page.
  2. Register Card: If you had registered your MyKad serial number (MFG No) in the TnG Portal previously, you are safe.
  3. Request Refund: Request a refund for the lost card. The money will be transferred to your bank account or TNG eWallet.
  4. Unregistered? If you never registered your MyKad TnG… Walaoeh, good luck. It is very hard to verify the balance.

Summary: Protect Your Identity!

MyKad Replacement Online 2026 makes life easier, but losing your IC carries a high risk of identity theft. Scammers can use your lost IC to sign up for telco lines, borrow money from Ah Long, or rent cars.

Walaoeh Action Plan:

  1. Check Chip: Go to a bank or use a smart card reader to test your chip. If it lags, replace it for RM 10.
  2. Dress Code: If going to JPN, wear a dark collared shirt. Don’t waste time going home to change.
  3. Online Account: Create a MyGovernment account now. Don’t wait until you lose your IC to figure out the password.
  4. Save RM 100: Put RM 100 in your ASB specifically for “Clumsy Tax” (Denda Hilang IC).

Frequently Asked Questions (FAQ)

  1. What is the Harga Denda Hilang IC 2026?

According to JPN regulations for 2026, the fines for losing your MyKad due to negligence are:
    – 1st Loss: RM 100 (Fine) + RM 10 (Process) = RM 110.
    – 2nd Loss: RM 300 (Fine) + RM 10 (Process) = RM 310.
    – 3rd Loss: RM 1,000 (Fine) + RM 10 (Process) = RM 1,010.
Theft: RM 10 only (Process Fee) if you have a valid Police Report.

  2. Can I Renew IC Online Malaysia if I lost it?

Yes, for the First Time Loss due to negligence, you can use the “Sistem Gantian MyKad Atas Talian” on the JPN website. However, if you lost it for the second time, or if it was stolen (needs police report verification), or if you need to change your address/photo, you must visit a JPN counter in person.

  3. What are the JPN Operating Hours in 2026?

Standard JPN branches operate from 8:00 AM to 5:00 PM (Monday to Friday). However, JPN at UTC (Urban Transformation Centres) typically operates longer hours, often until 9:00 PM on weekdays and includes Weekends(Saturday/Sunday). Check the specific UTC schedule as hours vary by state.

  4. How to fix MyKad Chip Error?

If your MyKad Chip Error prevents transactions (e.g., at banks or SARA merchants), first try cleaning the gold chip with a soft eraser. If it still fails, visit any JPN branch to replace it. The fee is RM 10.00 (Replacement for Damage), and no fine is charged. You will get a new card with a new photo.

  5. How to do Tukar Alamat MyKad (Change Address)?

To change the address on your MyKad, you must visit a JPN counter. You cannot do this online. You must bring the original Supporting Document (e.g., Water Bill, Electric Bill, or Quit Rent) proving your residence at the new address. The fee is RM 10.00.
